Publisher's Note
The message of this edition is that proper management of the interface between federal and state governments in line with the constitutional provision for the agricultural sector is critical to the successful implementation of Agricultural Transformation Agenda. Therefore we examine the federal-state relationship in the agricultural development of Nigeria in terms of what is and what should be, relative to the 1999 constitution that placed agriculture on the concurrent legislative list, and therefore a joint responsibility of the federal and state governments. This was done with a view to informing and facilitating the policy process for implementing the ATA of the federal government. The principal focus is on what the states are presently doing in agriculture to complement the implementation of ATA in its various components during the period under review.
